My daughter is a GS-12 nurse with the VA in Virginia. Her husband is PCSing Overseas in a few months and WITHOUT his orders she was able to secure a GS-11 nurse position at the hospital there.
So she will be on her own orders.
She is a GS-12 step 2. I think she told me they offered her GS-11 step 7 or 8 (can't remember) whatever was closest to GS-12 Step 2 in pay.
How do step increases work while she is Overseas?
Will she be on her own step increase schedule from her GS-12 job, or will she be on the GS-11 Step 8 schedule?

Example for a Voluntary Return to a Lower Grade: For an employee who applies and is selected for a CONUS position at a lower grade, their pay will be set at the grade of the new position. An employee currently holding a GS-12 position with return rights to a GS-12 position applies for and is selected for a GS-11 position. OCHR will set their pay within the GS-11 pay scale without pay retention or other consideration (Highest Previous Rate may apply if authorized).
Ok just found this, this is probably the answer to the question.

So she'll come back at a Step 5 if she does 3 years while he is there. Good to know.

The answer to your questions is "Yes". While OCONUS as an -11, she will be on that schedule. Also, if she has return rights, then she will be returned to the GS 12 position as if she had never left and so will gain any step increases she would have otherwise gained. If she does not have return rights...then, she should be applying to GS12 and 13 positions when they are due to return and HPR or standard pay setting should be used to set her pay at whatever grade she gets hired into (whichever is better for her). |
