I'm a retired ART that just turned 60. I kept BCBS after I retired from civil service three years ago. I've now signed up for tricare Prime as a retired reservist. If I keep BCBS Basic in conjunction with my TriCare Prime...would it reduce my out of pocket expenses for medical care? I don't want to suspend my BCBS now that I have tricare if it will leave me with costly bills after any surgeries, etc.

I would verify that tricare prime will pay for out-of-network treatment.
tricare select is an easy calculation. just run some sample numbers through your first insurance, then the remainder through tricare select.
