I apologize if this has been asked before. I've begun applying for other positions in DHS and was wondering if the background I had completed for USCIS would/could be used for other agencies? I completed one in October 2019 as part of the hiring process for USCIS and was curious if it could be used again for any job applications (if requested).

They can use it or they might not. It also depends on the "level" of the background check as well.

MY BI closed last month. Will I be notified if found suitable? Obviously they wont give me a start date but would still be a relief to know I am cleared to start once freeze is lifted.

HR had emailed me about two weeks after meeting with the background investigator with an advanced EOD date (which in retrospect I should have taken instead of delaying it until after the holidays :P). You should contact HR to check. My guess is that they are withholding the EOD until the freeze is lifted.

Definitely dont expect an EOD now but just meant if they give any sort of notification that i have cleared the T5 investigation. I know they dont care what being in this freeze is like, but letting us know that we are suitable for it would still be nice.

I spend years applying, there were so many applications I lost count. When I got it though, from TO to EOD it took 5 months, and it was fast for me, I thought it will take much longer and I did’t hurry with preparations. Any news on whether or not COVID-19/market instability/possible upcoming recession will impact the hiring freeze? Any word that EODs will be rescinded?

Should not have any impact. The Certs for the positions should be safe as selections have already been made. I don't think they will want to start the hiring process over again.

My first fed job process started with the application in March, interview in April, TO in August and finally the EOD in September. The hiring office gave me the option to delay the EOD since I moved to another region of the country, but I didn't need the extra time. My advice for those moving long distances...just reduce your belongs, know what moving service, or rental truck you'll be using and scout out the location for housing opportunities in advance.

You may want to switch to Charmin because you seem a little sensitive. And No you will not be notified if you are found suitable. Federal employees are typically notified of passing a background check when it is uploaded into their eOPF. You can google the acronym now.
