How come ALL CS (computer science) job requires a bachelor while private sector doesn't? I am currently at an agency and wanting to switch over to a CS job role but the recruiter and all listings I have seen requires a bachelor while I know people in the private sector with no bachelor degrees. Is there a reason?

Certs and experience appear weighted more in the private sector whereas a CS degree is an easy metric for HR to check a box. Not my field whatsoever but I was curious and did an Indeed search. Many of the positions listed a degree as a requirement but indicated that certs/experience were an equalizer. I would imagine that two applicants with similar experience but one had a degree and the other relevant certs - the employer would pursue the one with certs.
Of course, I may be way off base. Many government positions do not have a degree requirement but many applicants do. The degree(s) held may not be needed but they may be a determining factor between equally qualified candidates.

You really can't compare private sector and government jobs.
In the private sector, individual business can set their own qualification.
With government jobs, the Office of Personnel Management sets the qualification standards for Federal jobs, and they have determined that certain positions (mainly scientific, technical, and professional positions) have a positive education requirement.

Is there a reason? Rhetorical, but pursue the degree. Nothing in your question indicates you have the education or experience for an information technology role. The private sector (fortune 100) new hires are the top of the class with either a bachelors degree or a masters degree. The federal government would consider your application if you move forward and earn the degree; the private sector not so much so.
