I have a family member who retired from civilian service with the Navy. He will turn 65 in August. He currently is covered by his FEHB BCBS Standard plan, which he intends to keep. His wife and 2 children are covered under his plan. He has been advised that his BCBS counts as creditable Medicare Part B and he will not have a penalty if he decides to sign up for Part B in the future. He claims he was told this by OPM. Is this correct?

He may want to switch to BCBS Basic, to get THE $800 towards the Medicare premium and wraparound coverage.

I'm aware of the $800 Basic reimbursement. He still has dependants, so will stay with Standard. My only question is about the penalty.
