I am trying to submit SF85P and I do have total of $1900 in delinquent debts from hospital bills. Is that an issue?

Why don't you just pay them off if you can while going through your investigation? I owed a lot more and had to take a different route

The delinquent debt is always an issue - the amount and your plan to pay the debt is what makes it a minor or major debt.
Pro Tip - don't say you plan to pay it off in 12 months then forget to do so. Depending on the Agency and the position you hold, your credit report can be pulled for follow up.

More like agencies will have automated checks will be done on credit reports, criminal records etc also known as Continuous Vetting. Adjudicators are gonna want to see a plan in action for paying back. Nowadays, saying you are gonna pay it back doesnt cut it. Some genius tried this and only paid 90 dollars back on 40k of debt...revoked and denied.
