No. And it is in fact, illegal to do so under Appropriations Law.

There are very few exceptions (providing light refreshments at awards ceremonies, conferences, etc.).

Get a job where you travel a lot. For instance, if you travel every day to San Francisco you can stay in a $270-$333 per night hotel and receive $79/day for meals (even if you only spend $30). Per diem is great.

No they don't. They would normally receive Basic Allowance for Subsistence, and are given a meal card to use in the chow hall/Dining Facility/DFAC in exchange, but regardless....being fed and housed is part of their employment package.
