I am currently OCONUS and want to go back CONUS. I am looking at switching agencies (From DOD to VA), I want to know am I still elegible for PCS entitlements. The VA does not offer this, but the DOD should give me some entitlements, is that correct? Has anyone had experience with this?

As long as you've satisfied the terms of your transportation agreement, you'll get PCS back CONUS (May not get TQSE though as that's on the gaining agency).
