My father-in-law is a retired postal employee. As we are preparing him to move into an assisted care facility, it does not look like he is receiving any Social Security benefit. He worked for several years outside the agency. Should he not be receiving some kind of benefit, possibly reduced due to Postal employment?

Thanks for any help.

Maybe, maybe not. Looks like he is a retired Civil Service Retirement System (CSRS) employee who probably did not pay into SS while working for the Post Office.

However, if he earned 40 credits under SS from other employment, including military service, he should be entitled to something from SS. It probably would not be a lot because of the windfall elimination penalty (WEP).

Have your FIL get his statemeent of earnings from SS. That should tell you whether he has enough credits. He (or you) can go to www.socialsecurity.gov and use the link to request the statement.

To get 40 credits, your FIL would have needed about 10 years of employment under Social Security. It wouldn't necessarily have to be full-time employment, but he would have needed to earn varying minimum amounts to get enough credits. He would have needed to earn less when he was younger than when he was older.

His SS statement should tell you whether he has enough credits to qualify. I am guessing that he probably did not have enough credits. He probably looked into this one at the time of his 65th birthday. He may have decided that it was too much trouble to work after Civil Service retirement to get the missing credits or perhaps his health did not permit employment.

But, by all means, have him get his earnings history/statement from SSA, just to be sure he has not overlooked something.
