Is this gonna be it or does this mean they are still in the process of determining who will be sent forward to the hiring manager etc. Also can one reapply and get a new NOR while the listing is still active? The reason I am asking this is b/c I left some stuff I didn't think was important off my civilian resume and I know think it may help on my "federal" resume... I'm new to this and any input is greatly appreciated.

I'm new to this and any input is greatly appreciated. Announcement Number: IHC-289336- OCA-DE This is not an actual job vacancy announcement. It is an Open Continuous Announcement (aka resume bank). They are just collecting resumes and issuing NORs in the event that a vacancy might arise some time in the future. At that point they would go back in and assemble a cert for the hiring manager. You can go in an edit / reapply as often as you like until the vacancy closes (which is usually 3-6 months from the time it opened). You will receive a new updated NOR each time. Based on my experience when you do that, the NOR score hardly changes. Also bear in mind that for most OCAs, your NOR has an expiration date which could be before the vacancy closes. If no vacancies have materialized by that time you should consider reapplying to extend the life of your NOR beyond the expiration date of the announcement. Ideally, regardless of what happens, you would want to reapply on the day the OCA closes.
