VA (Department of Veterans Affairs)
The United States has the most comprehensive system of assistance for veterans of any nation in the world. This benefits system traces its roots back to 1636, when the Pilgrims of Plymouth Colony were at war with the Pequot Indians. The Pilgrims passed a law which stated that disabled soldiers would be supported by the colony. The establishment of the Veterans Administration came in 1930 when Congress authorized the President to "consolidate and coordinate Government activities affecting war veterans."
This forum also includes the Veterans Health Administration (VHA).

What positions are deemed Title 38 employees? Is there a list I can look at, or is it everyone with a GS job rating category?

VA has a separate employment system under Title 38 U.S.C. for appointment of Physicians, Dentists, Podiatrists, Optometrists, Nurses, Nurse Anesthetists, Physician Assistants, and Expanded-Function Dental Auxiliaries (EFDAs). These appointments are made on the basis of an individual’s qualifications and professional attainments in accordance with standards that have been established by the Secretary. Title 38 employees are paid under specific pay schedules. Appointments may be either full-time permanent, temporary full time, part time, or intermittent. Most full-time appointments under Title 38 are subject to a 2-year probationary period. A functional statement is provided that spells out the duties and responsibilities of the employee. The functional statement is updated when a change in duties occurs. Title 38 hybrid employees are employed under a combination of both Title 5 and Title 38 personnel systems. Currently, Title 38 hybrid positions include Certified/ Registered Respiratory Therapist, Physical Therapist, Occupational Therapist, Pharmacist, and Licensed Practical/Vocational Nurse. Hybrids are covered by Title 38 for appointment, advancement, and certain pay matters, and Title 5 for performance appraisal, leave, hours of duty, adverse actions, probationary period, reemployment rights, reduction-in-force, and retirement rules (except part-time service is calculated under Title 38 retirement rules). A functional statement is provided that spells out the duties and responsibilities. As stated previously, these are medical professional positions. The one thing not mentioned is that if the job is listed as GS, it's not Title 38. It will be something like "VN" (for Nurses, Nurse Practitioners, etc.). I have a family member in one of the Title 38 positions. Your pay is based on professional credentials and local pay, and is set after being reviewed by a Board. Allied Health is either Hybrid Title 38 or plain old GS. You probably need to search your V.A. website for a local Handbook for those positions, or look on USAJobs and see how they are advertised. Edited by user Thursday, March 16, 2017 2:08:37 PM(UTC)
