Usually you either get a call then a TO by email or just a TO by email. You need to accept the written TO to move forward with the hiring process. If you haven't heard back then he probably went on leave, forgot, or handed it off to someone who just hasn't gotten to it yet. I encourage you to continue to call.


Along the line with Raffles said, I would also send timely emails in addition to the phone calls. When you correspond by email to HR Reps, always give context in the email and don't assume the HR Rep knows your situation. Good luck.

USDA Term position, out of town, no relocation money, but interesting project
closed 9/27/2016
contacted for interview 10/26/16
interviewed 10/28/16
TO 11/3/16
filled out BI paperwork & fingerprints 11/25/16
notified error on BI paperwork, fixed it 1/4/17
freeze 1/23/17
freeze ended 4/12/17, they wanted to proceed but I decline the TO, multiple reasons (possible future budget cutbacks etc)

A perm DOD Position
opened 1/19/17
closed 1/26/17
contacted for interview 2/10/17
contacted again for interview, they needed to wait for freeze waiver 3/9/17
interviewed 3/3/17
TO, they had to resubmit waiver 4/5/17
e-qip submitted 4/10/17
e-qip correction needed 4/11/17
salary 4/14/17
FO ?
TS Clearance interim granted and EOD is 5/28/17 4/18/17

They move much faster than the USDA position...Never heard if the USDA BI/fingerprints were OK.

If you don't mind me asking, where did you apply for this HUD position at? I myself have had a TO for a HUD position I was selected for and have been waiting on final offer. It's good to see that someone else applied with HUD and they are still hiring.
