I was doing some research and stumbled upon articles about hard to fill positions in federal government. Is there a list or way to tell if the position you are looking at "hard-to-fil"?

If it says "Direct Hire" on the Announcement, it's a hard-to-fill position. Some areas that I know of are: Information Technology, Medical Professionals (RN, MD, etc.)

I've seen a few Contract Specialist positions that are direct Hire.

Also location can make it a hard to fill location. Not just remote locations fall into that category, but Los Angeles was considered hard to fill for the Air Force while I was there.

The Direct Hire announcements are rolling announcements across a wide range of job series and locations. This allows organizations that have a vacancy that fits those parameters to do something called "Expedited Hiring Authority" so they can hire off the street for qualified candidates. there is very little about it that is actually "expedited" but it is a way to hire off a certificate that HR keeps for those announcements. Some use it, some don't so don't assume that when you see those announcements there is actually a job or jobs that you are applying for at that exact time. Some of the harder to fill (at least in DoD) generally are engineers, IT people, contracts people.
