I work a 4/10 Compressed Work Schedule, Monday - Thursday. Friday is my regular day off (RDO).
With this schedule, if a federal holiday falls on a Friday, my in-lieu holiday is on the preceding
Thursday.

I am planning to retire on 12/31/2020, which is on a Thursday. Will I receive full leave for this
pay period? Without retiring, Thursday 12/31/2020 would be my in-lieu holiday for Friday 01/01/2021.
Would I still be able to claim this as an in-lieu holiday if I retire on 12/31/2020?

If you work a compressed schedule, namely Monday through Thursday working 10 hours per day for 8 days, then if you were to retire on Thurs. 12/31/2020 (the second Thursday of your last pay period): (1) You would not accrue full leave for your last pay period; and (2) You will not get paid holiday pay for 12/31/2020 (in-lieu of 1/1/2021 which is a federal holiday). This is because if you retire on 12/31/2020, then your last day of work will be 12/30/2020 and you would have worked 70 of the 80 hours of the pay period. The only way you could accrue the full leave for that last period and receive holiday pay in-lieu of 1/1/2021 would be to retire on 1/1/2021. Of course, assuming you are covered by FERS, then retiring on 1/1/2021 means you will not get your first FERS annuity check until 3/1/2021, as opposed to retiring on 12/31/2020 and receiving your first FERS annuity check on 2/1/2021.
