We all know fed hiring process takes time. Is anyone familiar with the hiring at FEMA for veterans (VEOA or 5 pt preference) that doesn't required them to go through usajobs? To expedite hiring, if a vet is identified at a job fair, can hiring manager extend on the job offer?

I have yet to meet anyone who has been hired into a position that wasn't posted thru USAJOBS. I recall positions that are Direct Hire are required to be posted thru USAJOBS. Now IF there was an action that was used internally the hiring may not be openly posted. Something like that is for personnel already in the system. A hiring manager must be the actual HR representative to extend a job offer, not just the position Supervisor.

As far as the job fairs why not ASK those questions when you are standing there? They just MAY have that hiring authority for that event.
