I am currently an engineer. Engineers are on a special pay rate table 414h at GS 11 step 3. I will be applying for a job that is a GS-12 non engineering job. How do you figure out what rate I will be getting with the promotion?

Currently at GS11,step 3 at special pay rate scale = $75,462

GS11,step 5 (special pay rate) = $79,731
GS-12, step 2 (special pay rate) = $81,438

OR Non-special pay rate

GS11, step 3 (non-special pay rate)= $68286
GS11,step 5 (non-special pay rate) = $72555
GS-12, step 1 (non-special pay rate) = $76730

As I read it, you'd apply the 2 step rule to the special rate table, then find the corresponding rate on the Hawaii GS table. GS11 step 5 special rate of $79,731 exceeds GS12 step 2 Hawaii rate of $79,288, so you would be a GS12 step 3 ($81,846).
