I understand that "if a federal employee has been continuously enrolled (or covered as a family member) in any FEHB Program plan (not necessarily the same plan) for the five years of service immediately preceding retirement, then he will be able to continue FEHB coverage into retirement".

BUT my question is: if spouse has never worked, can he still continue FEHB coverage for whole family or only himself?

The retiring employee can keep FEHB coverage throughout retirement for himself and for members of his family (spouse and children under the age of 26) even if the spouse has never worked (for a private company or for the government).

Thanks. How about if the employee passes away before spouse, then can spouse continue to enroll in FEHB coverage?

The bigger question: where is the policy link regarding my question?

Yes, spouse can continue FEHB coverage if employee predeceases spouse assuming spouse in on FEHB plan at the time of the employee's death.
