Woodytech21, I am an internal employee who also was referred for that same position both internal and external in addition to other positions. I have yet to hear anything as well. They are SLOOOWWWWW and sadly, sometimes even after a job is approved for announcement it can take a while for funding to go through for that specific department. They allot hiring funding for different areas of IT and other departments based upon need/priority. As of now customer support has the biggest need and they have been staffing many of those jobs first, mostly with externals because most internals don't want them.

Hello all. How are you all getting referrals? Do you all have Master Degrees or 15 years of experience because I am not getting any referrals and I am a Internal employee. How exactly are you all writing your resume's? Any advice would be greatly appreciated.

Oh ok. I am in the process of finishing up my Masters in Cybersecurity. I am currently working in a developmental detail in IT but it's not perm. I have 10 years experience with A.sc in Industrial technology and a B.Sc in Computer information Systems. I am thinking that I will just have to wait until I get my Master's for referrals to start coming in. Thanks WoodyTech21

I’m an Internal applicant and received an offer on 06/24/2019 for the announcement 19CE2-ITB0044-2210-5T9-S, GS-2210-07-01. If you are internal make sure you check your .Gov email address as they requested a response within 24 hours of the offer. Ask your NTEU union Chief Steward or Chapter President to check the selection certificate to see if you’ve been selected. Although they can’t give you personal information about other applicants, they can let you know iwhat your ranking is compared to the top 4 referred plus any ties and 1 additional applicant in accordance with The 2019 National Agreement, Article 13.

Thanks for sharing your information. I am an external candidate and I applied for a similar position that was open to public. I was referred for the position. Can you explain what you mean about the top 4 referred. Does the referred implies the same for externally applicants. First thing external applicants must realize is that IT possitions being filled internally are like unicorns. Most people don’t have the degree but the experience which makes it very difficult to fill. In this case external applicants have the advantage over internal applicants Now the National Agreement is a contract between the IRS and the Second largest labor union in the United States. Article 13 states that for vacancy announcements (open posistions) candidate will be ranked in accordance with Article 13, Section 5 then from those ranked the top 4 ranked will be referred. Every one that ties with those top 4 will be referred plus one additional applicant for each additional vacancy. Those are the candidates from which selections can be made by the agency (Article 13, Section 6G). “The BQ applicants will be the top four (4) applicants plus one (1) additional name for each additional vacancy. All tied candidates will be referred. An employee will not be removed from the BQ list of a pending package because he or she has accepted another position unless he/she withdraws from consideration from that pending package in writing. Understand this, since it is exceedingly difficult to find candidates internally that meet the requirements, external candidates have a better chance if they have the education and experience. The only issue I can see, is that the pool of external applicants are several times larger than internal ones. As a result, careful consideration must be given to each applicant if they choose not to use a ranking based selection technique. What that means is for 150 available vacancies for any given position in a static POD for IT, 60 will be internal and 90 external. Now these numbers are hunch based on my experience as a Chief Steward in my chapter, nevertheless, I feel confident in that ratio. Edited by user Friday, July 5, 2019 5:52:38 PM(UTC)

For those that don’t get selected but have the education and experience. I highly recommend appjytjng for Contact Representative jobs in your area. The IRS is always looking for new hires and are trying to fill up the ranks again. After 6 months you will be allowed to apply for Internal Positions and the pool of competitors will be reduced significantly. Chances are you’ll get the job within 6 months to a year internally.
