Does anyone know a good attorney that deals with federal EEO matters and is not too expensive or works on a contingency. Are there any attorneys that I should avoid?

Their retainers and hourly rates are all expensive. You are unlikely to find someone who will do a contingency. I tried for months and called dozens in my area. That being said, go to nela.org and call around. It is the National Employment Law Attorneys organization.
