I have never applied for a fed job before nor have I ever taken an assessment. A few days ago I applied for my first fed job and it the announcement they said I "may be sent a link" to take an assesement. I was under the impression that I had to keep checking the usa jobs site for this assessment link to appear next to job and I did NOT expect it to be sent to spam folder. Anyhow, I did have a medical emergency during that period and I did not check email for the link and subsequently missed the 48 hour window. Is there any circumstance on planet earth that opm would allow you to take the assesment even though you missed it?

Try calling OPM and ask.

The Assessments I've seen are 3 hour basic skill tests, you don't really want to waste your time with them, because even after you complete them you still have not been screened for needed skills/education on the resume by a HR person. There are plenty of other jobs on usajobs that do not require them, move along and keep applying.
