My VA hospital is several million dollars in the red due to several reasons. Today our chief said the hospital director is considering 10% pay cuts. No other details given.

Can cuts be done locally across the board to Title 5 and/or Title 38 employees?
Can certain specific career fields (or service lines) have pay cuts while other career fields aren’t cut?

As you posted this in two different areas, here is my response to the other one:
Not certain about Title 38, but Title 5 employees would likely have a Adverse Action MSPB case for the cut in pay. However, I would guess they meant they would cut the civ pay by 10% (vs giving people a 10% pay cut) and that means not filling certain positions as they become vacant, reclassifying some other positions when they become vacant to lower grades, etc to lower the overall amount spent on civ pay.
