I think this is the right topic to post under...
I was offered a competitive GS-12 position using a direct hiring authority at agency A.
I was also offered a competitive merit GS-11 target 12 promotion at agency B. However, I do not meet the time-in-grade to start as a GS-12 at agency B.
Can I use my offer with agency A (direct hire) as leverage to negotiate starting at a GS-12 with agency B (merit, competitive)?
All jobs are for the same job series. Thank you.
