How would retirement work for a Federal Law Enforcement Agent who switched to federal civilian employment after 15 years?

I'm pretty sure your LEO service counts toward your non-LEO retirement but you don't get any extra retirement/pension credit for your LEO time. I don't think you get a refund of your extra LEO retirement contributions.

This happened to a guy I know but a couple of exceptions: 1) he did not have 15 years of LEO/6c retirement, only about 5-7 and 2) I think he may have been covered under CSRS (this was a few years back).

Sounds like a question you need a more authoritative answer for, and not some old guy trying to remember something from like 20 years ago (ouch!)

If you move from a covered position (6C/12D) to a non covered position (Regular FERS) before accruing 20 years of covered time your pension will revert to regular FERS. It’s really not a wise move at the 15 year mark. Once you hit 20 years covered time you can move onto a non covered position and retain the higher LEO pension.
