https://www.law.cornell.edu/uscode/text/3/15#This covers the objecting to electors, needing 1 member of the House and 1 member of the Senate. If that threshold is made, then it goes to a 2-hour break where a simple majority vote in the House lead by The Speaker of the House and lead by the Vice President in the Senate. If both chambers agree, then those elector votes are then dismissed. If by simple majority vote in both chambers do not agree, then those elector votes will stand. If, both chambers, by this process, make nither candidate for President at or above the 270 electoral votes needed by law, then and only then will the state delegation within the House come into play. In summary, Biden is the 46th POTUS.
