Currently, Priority Mail Express has three guaranteed delivery times within the 1-2 business-day service standards: 10:30 a.m. (in select locations, for an extra fee), noon or 3 p.m. The product will be simplified, and the new single guaranteed delivery time will be 6 p.m. on the committed delivery day, regardless of package origin and destination. In our office, rural carriers almost never take the express deliveries addressed on their routes. This changes that. The city carriers always take them. While this gives hours to the city side, it can also cause quite a bit of tension within the office deciding who will deliver them. I am curious as to what others think about this new ruling, should it be approved.

I am not sure if they will adjust to 6pm if approved or still remain 12pm.

That was probably because the first defense when disciplined for an express failure was the confusion on whether it was a noon or 3 PM piece. So management accepted the extra cost of further deviation from lines of travel in order to keep their unit off of the failure report. Of course with later starting times in an effort to capture every piece and carriers forced to work overtime even with 6 PM there still will be failures as some express pieces get merged with parcels and when not using the load manifest they slip past as just another priority mail piece.

Unless, and until, the issue of late air transport is effectively addressed, the committed delivery time won't matter even if it's 6pm. We are losing money on this service with every failure/refund. The service should be suspended until we can be sure we can meet the commitment standard. We cannot do that as long as flights are unreliable. Edited by user Sunday, April 4, 2021 6:50:19 AM(UTC)

Unless it is from the originating office. elaborate on 'originating office' because to me, that would mean if my city was sending to your city, the problem was my office. i think that it is a 'transportation' issue, many times the express mail arrives to my unit after the 10am scheduled deadline, and it has arrived at like 1150 more times than i can count, so there is no way it can be delivered by noon as required... have there been issues with my office 'missing' the proper truck?...sure, i came in after a day off to find 8 express mails still hanging in the bag from the night before, so a failure like that should be on my office, but when we hit the truck on time and it takes 3 days to arrive because it is stuck at the processing plant, that isnt on my unit... also, my unit has cut off overnight to the state capitol because the current network cant make it there overnight...a 4 hour drive, we cant get there in 21 hours...

Express mail arrives in the 2 offices in my city by 9am each day. We have everything delivered on time. If it's late, it is a day late because it did not arrive in town. i do believe that my office is paying 1-3 missed times a week in a level 21 office...and their is no running statistic that as a clerk i have access to, i just know the refund forms i have to file and sign
our express mail all goes through Chicago area plants and they are terrible at processing speed

For my office, as long as there's a word "express" on it, it's 11:30am or scan as no access.
