Hello,

I was in a GS-13 position for 8 months when I applied for a GS-13/14 in a related series in a different division of my agency. I only applied for the 13 since I was not yet eligible for the 14. I got the job and I just started. I have now been a GS-13 for a year and a little more. My question is: when am I eligible for a promotion to a GS-14? I hear all sorts of answers, ranging from "now" to "you have to wait 3 months after a promotion to be considered" to "you will have to wait another year." What is the correct answer? Is there any policy or guidance I should be looking into so I have ground to stand on when I am/are eligible to be considered for my 14?

A promotion from one grade to another is not automatic, no matter if you have 12 months time in grade or not.

IF you have your 12 months as a GS-13 AND your supervisor feels you are ready to take on the duties of the GS-14, then he/she can promote you as soon as you have the 12 months in as a GS-13.

If you have a year and a half or two years or whatever as a GS-13 and your supervisor feels you are not ready to be promoted (and has documented that decision), he/she does not have to promote you.

What you need to do is have an on-going conversation with your supervisor about your performance and what you need to be doing in order to receive the promotion. Nobody on this forum (or any other forum) can answer that.
