This requires the dedication of more than 230,000 employees in jobs that range from aviation and border security to emergency response, from cybersecurity analyst to chemical facility inspector. [Their] duties are wide-ranging, but [their] goal is clear: keeping America safe. (source: www.dhs.gov)

If you're in the BI portion, they've already decided to hire by that point. But they will provide an EOD once everything has been cleared. They should have already sent you the financial offer (i.e. GS and Step Level) with the tentative offer. This should have already been negotiated and completed.

Did you not get a tentative offer (TO)?

I got a tentative offer before the freeze. HR contacted me to see if I was still interested. I asked if they will match my current pay since I was already a grade above what I interviewed for and they said yes. I get promoted to another grade next month. It seemed like they wanted to wait til the lift was fully lifted and they had a clear direction as to when people will start being hired again before they even talked about the matching the pay. Right now my case is with the EOD office and they are working on adjudicating my BI.

Just be prepared that they MAY match your pay as it was when you APPLIED for the position. (when the announcement closed)

Not sure, given the unique situation, if they will amend that based on the freeze/COVID.

So at the CSC town hall, they said they will be hiring soon to fill in the gaps SCOPS, they said there will be 50 to 60 ISO and SISO openings across the five service centers. So be on the lookout.

They use to have different components of USCIS at different locations spread around the DC Metropolitan area. Now they're all in that one location in Camp Springs, Md.

"For the first time in U.S. Citizenship and Immigration Services history, employees will all be under one roof — in about three years.

On Monday, officials with USCIS and the General Services Administration broke ground on the future site of the services’ headquarters in Camp Springs, Maryland. The building will consolidate about 3,000 employees spread out in six different locations around the Washington, D.C. area.

USCIS Director Francis Cissna told Federal News Radio the move “means a lot.”

“If everybody’s under the same roof, we’ll be able to talk to each other, collaborate, there will be a synergy that doesn’t exist now because we’re spread out across town,” Cissna said."

It seems to be a good thing. All responsible parties at one location make communication and accountability better...

By soon, meaning this month or end of this year for job posting? since the process start to finish can take up to 1 year for EOD

The first regular ISO Announcement, (not applications center or fraud/FDNS), in almost a year and a half.

https://www.usajobs.gov/...ob/ViewDetails/601041000

It's internal for ISO 2, GS 11/12, but it means that there will be external openings for ISO 1, 5/7/9 in the same office later since those are the ones filling those positions.

I haven't heard anything newer. I know they were planning Basic being virtual up until June. It will then be re-evaluated at that time. This could be for folks who have already EOD'd but never went to basic???

help... hr told me, I am outside area of consideration...

This job is open to
Federal employees - Competitive service
Current or former competitive service federal employees.

Internal to an agency
Current federal employees of this agency.

Career transition (CTAP, ICTAP, RPL)
Federal employees who meet the definition of a "surplus" or "displaced" employee.

Clarification from the agency
DHS Employees with competitive status, DHS Interchange and CTAP Eligibles.

I pointed out... that not only am I a ten point vet preference... I am a former USCIS employee with over 3 years of service... which made me permanent before I left.... reinstatement eligible

clearly the job opening says... former...... and under classification it doesnt say... current DHS employees....

am I wrong?? or did hr make a mistake? it hasnt closed yet.

the hr person kept saying my application has not been submitted, because I am outside of the area of consideration... where it shows on my part that I submitted everything.

I got HR Specialist to look into it.

below is the response that I received

"You did not meet the area of consideration due to the eligibility requirements which were set for internal employees with competitive service (DHS Wide).

You were disqualified because you answered “No” to the following question, “Are you a current federal employee?”."

I was trying to make this point across ...

"Status candidates, or those with competitive status, refer to those individuals who are current or former federal civilian employees who hold or held non-temporary appointments in the competitive service, not the excepted service."

Admittedly, I never knew that former career employees should choose that category. I hope everyone else can learn from this, as I did. Thank you for posting your experience with this situation. I hope things work out for you.
