POM 617.1 : If there is no working elevator in buildings with more than
three (3) floors, delivery of accountable mailpieces and/or items that do
not fit into the mailbox or parcel locker (if available) will be delivered to
one (1) authorized, designated location on the first floor, or PS Form
3849 will be completed and left in the customer’s mailbox.

I was assuming the OP was talking about non-accountable items.

In my area, most carriers just throw all the packages in the entryway of apartment buildings - they do not bring them up to the door. This is obviously what management would prefer, as giving worse service takes less time. And in fact, I was told that incoming CCAs are instructed in the classroom to do this, the excuse given being that walking around apartment buildings can be unsafe, particularly for women carriers.

If there is no elevator in buildings with more than three (3) floors, make delivery of mailpieces, including accountable mailpieces, to the first floor; make deliveries to the second and third floors if they are occupied primarily by business offices and if the service is requested. For addresses above the third floor, delivery of accountable mailpieces and⁄or pieces that do not fit into the mailbox or parcel locker (if available) will be made to one (1) authorized, designated location on the first floor, or PS Form 3849 will be completed and left in the customer’s mailbox.

Think of it like calling in sick “ more than 3 days” you need a doctors note, not 3 days and under.

It would be obvious to anyone with the reading comprehension of a 6 year old who read my post that carriers are required to make deliveries to the 3rd floor.

There was no need to quote my post and imply I made a mistake. Secondly I never said you voted for Trump, so again you need to work on your reading comprehension. I said you were bitter he didn't get reelected and I stand by that.
As far as signatures go if my signature was complimentary of Trump you never would have quoted my post and made an ass of yourself in the process.

"to the third floor"...meaning delivery to the 2nd floor or 1st floor.

On a previous route, I had the door code noted inside the outgoing mail receptacle. CCA's and OTDL would still leave parcels in the entry way.

Once one delivery company drops something near the mail boxes the rest including substitute letter carriers facing the same time and bodily exhaustion issues will follow suit. It is just human nature

Hey guys, thanks for the replies but I should’ve mentioned these packages which do NOT require signatures and were unable to fit in parcel lockers.

What’s the protocol then?

Again, my boss said, we can go to second floor, but not third floor. Any large sized packages which go to third floor in which you have to CLIMB stairs was not allowed.

Any source on that specific or was it just made up by my boss?

If something fits in a parcel locker, that should be your first priority. There is a scanner option for parcel locker. Leaving something in a parcel locker is more secure and better service than leaving it up at someone's door.

I'm confused as to why you would even consider walking up multiple floors to deliver a package, if it would fit in a parcel locker.

Your boss is wrong, 3 floors and under take it to the door, if it’s carrier endorsed leave it, if not leave a 3849 in the mail receptacle not at the door.
Remember it’s your managers own rules he/she is trying to save time lying to you, it takes what it takes.
