I was born in May of 1953. My Retirement Service Compensation Date (SCD) says 5/8/04 on my E&L statement. I am currently working for the Federal Government under the FERS.

What will the earliest date I can retire without any penalty and with full health benefits and most-possible pension?

If you were born in May 1953 and if you have a service computation date for retirement of 5/8/2004, then the earliest date you could retire with no penalty and with full health benefits would be in May 2015 when you are age 62 and with 11 years of service. Your FERS annuity would be equal to approximately 11 percent of your high-three average salary. You would be also receiving what is in your TSP account plus Social Security retirement.
