Recieved a status of my application. Qualified but not reffered to hiring official. Is this the end for me? Can the hiring official make suggestions once she gets the "list" Can she request I get an interview if not on the list?

Perhaps a human resources (HR) person will chime in but I would think that HR pepares a list of "best" qualified and sends to the hiring official (certificate listing which may have some type of score.  I would think the hiring official would have to justify not picking anyone from the cert list and interview someone else.  If that was the case the hiring official could always just interview their friend who may be minimally qualified and hire them.  This is just a laymans perspective.

Thanks, I see your point, I guess I might have thought of that perspective it it was a "friend" I just saw the location and office the position was at , looked it up in the phone book, and stopped by.

It is pretty much the end. In order for you to get referred the selecting official would either have to prove to hr that some of the applicants referred were not qualified and ask for the next highest batch of scores or have the referred candidates all turn down the job, thus requiring more candidates to go through. The only other senario would be if they were doing a mass hiring and selected candidates kept dropping out and they had to hire a certain number of candidates.
Work on improving your resume/application. You are close.....
As far as her requesting to interview you without you being on the cert, it would either have to be a Direct Hire Authority position (which you would have had to be found eligible) or something like a Veterans Appointment Authority (some positions a veteran can just submit their resume to a hiring official and the hiring official may have the ability to use one of the veteran appointment availabilities to bring that person on.) For some jobs it is an option for others it may not be.

A hiring official can talk to any one she wants. So theoretically she could call you in for an interview, but it wouldn't do you much good as she can only hire who is on the list (barring some special circumstances as mentioned above)

If the agency is DoD, and the Commander gets involved with the hiring process....that cert. list carries little weight.

They can hire anybody who applied for it, as long as they meet the eligibility requirements

That seems strange.  In a DoD organization the "boss" may not be miltary and could be a civilian, SES or other.  So, the Boss could just hire their "friend" who scores a 70 and the scores of others with hires scores (say 100) and have vet-preference can be "skipped".  That seems questionable.

I call this the "feel good" response. "You are qualified but you werent referred". It means there were people who were more qualified then you. Lets say the "hiring official" asks for the top 10 people on all lists (VRA or VEOP, Merits, and DEU). It would mean that you were number 11 and beyond!  There could be 45 qualified people but only the top 10 got referred.
 
It depends on how many eligibles the hiring official want to see.

The hiring official can ask for the cert to be expanded, and in that case your paperwork might make it to his/her desk.  Otherwise, you have no chance, as the hiring official has not seen anything from you.
