Looks like we are scheduled to transition from NSPS to GS this June, and I'm just how the performamne award will work; is it going to be under NSPS prior to the conversion, or under TAPES after the conversion?

We have been told "it depends on actual transition date back to GS". The later you transition (nearer to 2011) the greater your possibility of receiving a pay-out under NSPS. We transition August 2010 and will not receive any NSPS pay pool distributions, but we have to go through the NSPS performance drill; interim appraisal and close-out appraisal; a closeout appraisal gives the employee an evaluation of record for any Reduction In Forces (RIF) computations. What this means is: other than an award, such as on-the-spot, Time-off-award, or cash performance award; we will not receive any pay-outs until end of GS evaluation period ending October 2011, actual money would be received Jan 2012. Employees will still receive the Annual Pay Increase (API), currently the White house is recommending around 1.8% for Jan 2011.

Office of Personnel Management (OPM) is not talking about how the evaluation performance systems will be changed to included all those coming from NSPS to GS and a revised GS system. IMHO I think the current evaluation systems will be changed to a hybrid system similar to what is currently used under NSPS a new version of the automated Performance Appraisal Application (PAA).

The pay-out pool is done on Jan 3rd.  If you are NSPS on that date you get the pool if you are not you don't.  That is the reason you see alot of transition documents that say people will be moved out of NSPS by Jan 2.
