I would like to know if anyone can tell me what happens if you are NSPS GS-13 equivalent and apply for a GS-12 position. Current pay is lower than the GS-13 step one. If I accepted a GS-12 position would the pay be set at the GS-13 step one level since I am in a NSPS position equivalent to GS-13, or will your pay just be placed within the GS-12 scale closest to the current salary?
I already know that when I convert to GS I will go to GS-13 step one, but am wondering if I take a job now that is a lower GS level if the fact that I am on an equivalent GS-13 under NSPS if that will factor into the salary.

You will get the equivalent of your pay on the GS12 scale. Most likely at a higher step. The position you apply from doesn't really mean much. They will match your current pay.
