If I am a current GS-08 and I get picked up for a job that is GS-07 through GS-12 Could they start me at GS-10 then 11 and 12? Or would I have to be a 9/11/12?

That depends on multiple things:
A. What the promotion potential for the job is and whether the position has two step promotions or one step from 7-8-9-10. B. Whether or not you meet time in grade for GS-08 to actually be assigned to a higher grade.

Ive been an 8 for over a year now. I thought all steps were 2 untill you hit 11 then its one after another right?

You are confusing grade and steps.
If you are selected for a 7/9/11/12 job then you will start either at the GS-7 or the GS-9 level. You will meet time in grade for either the GS7 or GS9 level, but you may not meet the qualifications (specialized experience) for the GS-9 level.
There may be a few one grade interval jobs that have promotion potential at the GS-12, but they are rare. If it is a one grade interval job then the progression would be 7/8/9/10/11/12.
