I transfered to an overseas position from a GS-12/10 to a YE-04 and the SF-50 states 'Promotion', I was later promoted again to a YF-02 Supervisory position....now that we are transiting back to GS, I have been informed that I will transition to a GS-13/10...efectivily losing a promotion. 
 
I currently supervise 20 individuals, 4 civilians and 16 active duty, of the civilians 3 will also become GS-13, the other a GS-12.  The transition instruction states that the first line supervisor should be one grade higher that the bulk of those below, in this case its GS-13.  What is the right path to correct this?
 
As an YF-02, my current pay schedule still allowed for 40% more growth, now with the conversion, I lose that growth and become max out as a step 10.  I see that as a loss of pay.
 
So, do we just say 'Oh well' and accept it or is there some creditable instructions that are being overlooked in the haste to get people converted back to GS.

I think the system is working as it should.
Write your congress-person....tell them how good NSPS really was.
I'm sure they'll revert.
