The Council delayed submission of their plan to the President due May 8, 2010.  Has it been submitted yet?

Executive Order signed by the President on December 9, 2010.
 
Creates National Council on Federal Labor-Management Relations(Council).
 
Supports creation of Labor Management Forums at appropriate levels.
 
Directs agencies to involve union representatives in identifying problems and proposing solutions.
 
Allows union pre-decisional involvement on all workplace matters without regard to negotiability under 5 USC 7106.
 
Manadates Council recommend a plan to establish and evaluate pilot projects in which agencies elect to bargain permissively negotiable management decisions (e.g. numbers, types, grades of employees; technology used to perrform work, etc.)
