I've been unable to find the JAFAN 6/4 document that supposedly outlines the procedure, and maybe adjudication guidelines for SAPs.  Just about every other chapter of the JAFAN 6/xx can be found on the web, except 6/4.  The DCID 6/4  for SCI is ubiquitous in various versions, however, and it does mention SAPs.

Can anyone confirm whether the JAFAN 6/4 is identical to the DCID 6/4?
Better, yet, anybody found a link to JAFAN 6/4?

Any theories on why the JAFAN 6/4 which isn't classified, and probably isn't even FOUO, hasn't found its way onto the web in this age of wiki leaks?  Is the DOD just better at containing than the director of central intelligence?
