All 2005 BRAC recommendations must be implemented by September 2011?   What does this mean?    Is this date hard and fast?

Until/unless Congress changes it, yes.  It's a law.

Let me rephase my question..  What can happen after September 15th in relationship to the 2005 BRAC?
 
1) can BRAC invoices still be paid?
2) If a BRAC MILCON project is underway but not finished by Sept 15th, does it immediately stop?
3) If a MILCON is complete but people and supplies have not been relocated into the building, what happens?   Does it remain empty?
 
I guess I am looking for clarification on what the September 15th deadline is??

Yes.

To answer your other questions anything funded prior to FY11 will be paid to be completed to my knowledge.

Im at Pope and with things like the telephone system, AMC has funded it through FY10. Bragg will assume control FY11.
