I'm a Federal Employee w/ a large agency. IT Specialist 2210 GS12. Looking for a 13 and the IRS has TONS of IT Specialist jobs listed, but only available to current DoTreasury or current IRS employees! What gives ??? Why are they only interested in IT Specialists from Treasury Dept ?

Specialized training on their systems...I'm guessing.

Specialized systems might be part of it, but I'm sure many people they hire still need to be trained.  I personally think the big thing is that there are many IRS employees already looking for other jobs so the potential applicant pool is very large within the agency itself.  Tons of seasonals are needed to process tax returns and interact with taxpayers to answer their questions or otherwise help them; quite a few of those seasonals have IT experience from outside work.  Also service centers have been in a process of consolidation as people move to e-filing instead of filing paper returns, so employees in affected centers need to find new work.  There has also been reorganization of MITS (the IT department within the IRS), so there are people who have been with MITS who have been affected by RIF procedures or might be RIFed and are looking for new jobs.  It's not just IT jobs though, many other jobs are also listed for agency employees only.  There are still public announcements which you can apply for.

PS: One more thing I forgot is our great union contract which says management must give first consideration for vacancies to internal applicants.  Management doesn't have to hire internally (it can choose not to hire off the internal list), but it must consider internals first before considering people outside the agency.
