I am a 0083 class police officer (currently GS-6 step 4).  I have been with the feds for 5 years and prior to that civilian law enforcement for 14 years, earning Advanced Police Certifications in two states.  A promotion to police supervisor is imminent, and it will be advertised as a GS 7/8.  I told my supervisor that with my training and experience, both federal and civilian, I should qualify without any question at GS-8.  He called our rep in HR, who said that 0083 class police officers could only advance one grade at a time, which means that despite my training and experience, I am stuck at GS-7 for the first year and then get bumped up to GS-8 after that.  My performance appraisals are also all outstanding.  So I am thinking this is BS.   Can anyone out there provide any guidance on this???  I will need to have my ducks in a row when the day comes and I sign papers in HR.

Is a year at a GS 7 going to bother you that much?  I don't know the rules for promotion in your agency, my former agency normally went 7/9/11/12/ but not all do.

Police officers are one grade interval series anywhere in the Federal government.  You must serve one year at the GS-07 before you are eligible for the GS-08.  The only exception would be if you applied to an external DEU announcement where time-in-grade does not apply.  I'm afraid you're going to have to be GS-07 for a year before you're eligible to be promoted.

Thanks for all of your responses.  I am not greedy, I am just doing my research.  Kinda like when you are about to buy a new car, you research prices beforehand. 

Tweakes, I especially appreciate your input.  Would it be unreasonable to negotiate a higher GS 7 step level based on my training and experience? 
 
I am not sure the exact date I could be promoted, but I am due a step increase to GS 6 step 5 on October 1st.  Hypothetically, would it be better to delay the effective date of promotion, so I can get a higher step level at GS 7?

Sadly, now that you are a GS employee, negotiation is not an option. I believe it is to stop the nepotism and such of the past.
 
From 6/4 you would probably go to 7/3. one year later you should see 7/4 and then to 8/3 within days of each other. If all goes right.
 
From 6/5 you would probably go to 7/4. one year later 8/3...
 
So yes the Oct date might be better marginally but I would not jeopardize a promo for it.
 
What chart do cops get paid off of? I can do the real numbers if I know that.
