Have any of you part time flexible clerks that work in Level 21 and above offices been converted to full time yet?  If so, how did the process work?  Were you just assigned a job or did you have opportunity to bid on jobs?  I know that we are supposed to be converted by August 27th and as the only PTF in my office (I reverted to PTF to avoid a second excessing) I can't seem to get a whole lot of information about what should/is supposed to take place.  I have posed several questions to my union president (I am a union member) but haven't received much info yet.  Thanks for your input.

A Step 4 has been filed by the APWU. I'm the only PTF in my level 21 office and cited to my postmaster the language in the contract. He said he agrees with me, but the MPOO is telling him no.

We should get out-of-schedule pay, made whole, etc., when this is all said and done.

(08/18/11) The APWU initiated four Step 4 disputes on Aug. 17, 2011, protesting violations of the 2010-2015 Collective Bargaining Agreement.  Retreat rights, unencumbered/unassigned, consecutive days off and NTFT in Function 5 and 7.
 
I would suspect that the retreat rights and unencumbered/unassigned Step 4 is why you are not getting a solid answer.  Might not be happening in your office but across the nation there is apparently a problem.  So it slows up the process everywhere else.  Suspect thats why everyone is providing mixed answers.  Until they work out the bugs . .  I suspect you will not get a straight answer. 
 
 
We've had similar responses with the smaller offices and clerks that should be moved to NTFT positions as hours are already proven. No one knows when this will happen.  And confusion over HL pay or L7 clerk pay when the PM is out of the office.  When to pay, how to pay, etc.
POOM states work PTFs as much as possible (40hours minimum); USPS contract specialist said to work PTF's under 40. 
PMs are mandated to strongly watch their hours "clerk" hours utilizing stop watches and union has said NOPE thats not the way the contract reads.
We'll be in for a lengthy period of clarification.  Hang in there.

Management is picking and choosing which parts of the contract they want to follow. I'm still only getting 8 hours/wk in a level 16 even though the contract says a minimum of 15, plus Saturdays.
