I recently applied for a Program Analyst Position with the Department of Health and Human Service, specifically for FDA.  I've been blitzing USAJobs as many of the other members on this site so some of my questions may be redundant.  I'll start with a question I've not yet seen an answer for:

Many of the referral emails that state standard verbiage:
"You have been rated among the best qualified candidates and have been referred 
to the selecting official"

At the end of each email, instructions are given to contact the hiring agency or
official for additional requests regarding the position. I've been trying to contact
hiring officials to ensure my 10-point vet preference has been properly entered (a tip I received
from a federal employee friend of mine), but I am unable to locate any contact numbers or emails.
I've contacted the HR rep listed on the original job announcement, but for the most part
they are contracted HR reps who move your app from one pile to the next. They've consistently
replied stating they DO NOT supply contact information for the hiring official (catch-22).
How are we supposed to contact the hiring agency or official if we cannot locate the contact information?
Any suggestions to work around that would allow me to contact the HR specialist for jobs
once I've been referred would help. Most of them are not on installations so it's not as simple
as calling the base operator and asking to be transferred.

My next question is regarding my first ever Notice of Result (NOR). I received the following message:

Full-time Employment: Yes

Part-time Employment:

Temporary Employment:

Travel Availability: 6 to 10 nights/month

Geographic Availability:

College Park, MD

Veteran Preference: 10 Points - CPS (not adjudicated)

You must meet all medical, suitability, and qualification requirements to be
considered for a position.

Spec Code: Spec Title: Grade: Rating:
001 Program Analyst 09 95

The Eligibility expires by 01/31/2012. Seeing that this is my first NOR, I am fairly excited
at the prospect of getting an interview. Is this more commonplace than I would think or is it
something to write home about? Can I assume if I've not heard of any interview notification before
01/31/2012 that I was passed over for an interview? Long message, but I want to be thorough.

This means nothing. I've had a dozen of these over the years with no call for an interview yet. The only time you should get excited in the Federal Hiring Process is if you get a job offer. However, even if you do get an offer they could close the announcement just to screw with your head.

Yeah, or they can send you another letter stating "no selections were made" which in many cases means someone else whom they wanted to hire that was NOT a 5 or 10 pt pref applicant got the job through other means.

Thanks for the feedback. No additional messages or correspondence, yet.  It's not looking too promising.  Oh well.  I guess I'll keep at it.  At least I made it past my first hurdle of getting SOME interest.  I have to stay positive and keep moving forward.  Thanks again for the feedback.
