Hello, I posted this question in a different forum and was hoping to get an answer. 

I retired on 12/31/11 FERS law enforcement.  Received my
AL lump sum check 3 weeks later (pleasant surprise); however, they took
out 30% in Federal income taxes, even after I changed my W-4 to married +15 in order to avoid a big withholding.  I guess I'll have to wait until next year's tax return  to get it back.

Any idea why so much was taken out?

Your payroll office most probably did not receive your W-4 in sufficient time to decrease the amount of federal income tax withheld on your final paycheck and your lump sum payment for unused annual leave.
