Has anyone heard of any recent insourcing efforts where the government was able to successfully hire willing contractor staff (both VET and nonVET)?

Or are all these positions going to others?

Where I was a specific requirement and all of its government paper work - like a contract - was provided the contractor to hire someone to fulfill that job - the contractor cannot go out and hire without the funds behind them to do it - which would also mean a contract.  A lot of people originally start out with a contractor and where I worked - many were hired after their contract was up, directly by the government.
