Should the following be considered a new hire or transfer:
Postal Worker/Retired Veteran is hired to GS Competitive Career Conditional position (permanent full time)  PS-6 step O  to GS 6-Step 1
Should GS salary be Step 1 or equilvalent to current Postal pay.

My understanding is that Postal is not really federal concerning human resources.  I would think that it is like a new hire, not a transfer.
