First I'm wondering how you find out about details, what the process involves?

Second can you detail from one agency to another; example USFS to National Park Service?

Ask your HR about details.  Almost all details are within one agency.  On occasion one can be detailed to another agency.  Generally somebody has connections with the other agency, and the current agency can see some benefit from the detail.
