VA (Department of Veterans Affairs)

The United States has the most comprehensive system of assistance for veterans of any nation in the world. This benefits system traces its roots back to 1636, when the Pilgrims of Plymouth Colony were at war with the Pequot Indians. The Pilgrims passed a law which stated that disabled soldiers would be supported by the colony. The establishment of the Veterans Administration came in 1930 when Congress authorized the President to "consolidate and coordinate Government activities affecting war veterans." Why would a job announcement be changed from permanent to temorary NTE 3 years?

Because they aren't or weren't sure if it is a position they will need. Or, will have the budget for. Better yet, the department is going to be shut down or moved. Stay away from temp 3 year assignements.

I second what the other poster wrote about
budget. I disagree with stay away from them though. I know a lot of people who
have started in positions like these, NTE 1 year, NTE 3 year, etc. and have
used it as a way to showcase that they are good workers, can get along and can "play the game."

I am currently in a low-level GS 5/1 dead end
job. Folks in other areas have seen my work style and they see that I do not
have an attitude, I work and I show up every day. People have hinted to me
about other jobs and asked me to apply for them. I am looking for something
bigger right now and am sitting tight until it comes along, but for someone
else this might be a good entry opportunity for them. You also learn things
working at the VA that you can only learn at the VA, therefore this goes on your resume and you can demonstrate proficiency.
