VA (Department of Veterans Affairs)

The United States has the most comprehensive system of assistance for veterans of any nation in the world. This benefits system traces its roots back to 1636, when the Pilgrims of Plymouth Colony were at war with the Pequot Indians. The Pilgrims passed a law which stated that disabled soldiers would be supported by the colony. The establishment of the Veterans Administration came in 1930 when Congress authorized the President to "consolidate and coordinate Government activities affecting war veterans." I’m a veteran with more than 30% disability. A job I applied for had 2 Announcements one for "US Citizens and Status Candidates" and the other for "United States Citizens" <<<< I took these words right off the Announcements. So why would I get a letter (I'm assuming it's the Disposition Letter, it didn't say) with the following?
"Referral Type: Former employees eligible for reinstatement and current employees eligible for transfer without competition". Does this "Referral Type" mean the job was only open to employees eligible for reinstatement and current employees eligible for transfer without competition? If so this information was nowhere on the announcement when I applied for the job.
Can VA / HR change the category of who they decide to hire after the job closes? Or change the type of candidates that can apply for the position while the job is still open and not notify candidates who have all ready applied for the position. It sounds like this is what they did for this position from what they put in for the Referral Type on their letter to me. Which Announcement "US Citizens and Status Candidates" or "United States Citizens" do they have to hire from?
