What happens when you retire before the end of the year and you've used all of your annual leave?

If you owe them any they will take it from your final pay check.

Then they will withhold it from your annuity.

Do YOU   owe them  annual leave time??   Go to myfederalretirement.com   look for the best dates to retire.  Maybe, you could wait until, mid year, like May or June, and let your earned leave, erase the deficit of days.    If you don't owe them any annual leave time, then your last check just wont have payment for annual leave days.

you could also work some holidays and take the annual leave option.

I owed when I retired in 09.

OPM got a garnishment order from the USPS and took out monthly allotments until it was paid in full.

The USPS ironically is on top of these things.
