Ed,
I don't think you understood NODOGS question.  I am in the exact same boat.  I will have 448 hrs AL and plan to retire 29 Dec 2012 BUT would I still get the 448 IF I decided to retire 2 January 2013?

Yes, if you retired Jan. 2, 2013 and assuming you carried 240 hours of unused annual from leave year 2011 into leave year 2012 and you did not take any annual leave during the first 26 pay periods of leave year 2012 (thereby accruing 208 hours of annual leave), you would get paid for 448 hours of unused annual leave shortly after you retire in January 2013.
