I would like to switch my hours to part time because juggling a small baby and working full time has become too much.  I've known of many ladies who were able to negotiate working part time in the private industry.  Is working part time in the federal government even an option?  I don't know anyone who does this.

Discuss this with your supervisor.  Many times management will accommodate this type of request. I know of people that have worked part time in the federal government.

In theory it is doable, rare but doable. Ask and see. Your pay will be cut and your benefits might be impacted. OPM says these things can be prorated.

Here is the OPM site for part time work.
